1. Put You Win XP CD disk.
2. Open the Control Panel> Options LANGUAGE> Add other languages
3. Check the two small boxes, and press ok.It there are about 2 ~ 3 minutes to install languages.
4. Restart your PC. Then go to the options of the same language on the control panel.
